It does not work in my orgmode 8.0.7 in emacs 24.3, prompting an error: unchecked subitems.

PS: Google tasks does exactly what I described.

Not from "- [-] root" but from "- [ ] b".

C-u C-u C-u C-c C-c will toggle all checkboxes.

C-u C-c C-c C-u C-c C-c  will untoggle all checkboxes.
