Sure: here's the general outline:

--8<---------------cut here---------------start------------->8---

* Section

This takes us to a footnote[fn:1].

* References

[fn:1] This is the footnote.
--8<---------------cut here---------------end--------------->8---

Just label each footnote with the corresponding footnote mark and you
should be OK. After all, it's all plain text.
