So,

: testdir=${TMPDIR%/}/tmp-orgtest

in mk/default.mk would handle this on my mac, but I do not know if 
this is fully portable.

OTOH, (expand-file-name "test.txt") resolves double-slashes and seems like 
the right idiom in any case.
