It will be enough to use Emacs time API. `encode-time' accepts time zone
as an argument. The time zone in `encode-time' must follow the format
for TZ environment variable. Under the hook, `encode-time' uses glibc
system library that connects to zoneinfo (IANA Time Zone Database).
