Depends on context. We are not really discussing what kind of format
will Org use by default. Just general syntax.

I can see situations where auto-inserting @-08,America/Vancouver makes
sense (like in clock items). There are also situations where it does not
makes sense and the user is to decide.

This is not Ihor's. All three timestamps are within the discussed format.
