Remember to cover the basics, that is, what you expected to happen and
what in fact did happen. You don't know how to make a good report? See
https://orgmode.org/manual/Feedback.html#Feedback
Your bug report will be posted to the Org mailing list.
------------------------------------------------------------------------
Consider the following file:
```
#+startup: hideblocks
#+startup: overview
:FOLDED-DRAWER-1:
:END:
#+begin_quote
folded
#+end_quote
* heading
:FOLDED-DRAWER-2:
:END:
#+begin_quote
not folded
#+end_quote
```
When file is opened, on top level drawer, quote and subtree are all
folded. However when subtree is opened only drawer inside it is folded.
The difference in behavior is related to org-block-map function which
uses org-at-block-p function which returns nil for non-visible blocks.
