Emacs downloads, BUILDS and installs the grammars. However Emacs also
uses grammar installed by the users package manager if so available.
I haven't seen any package or Emacs feature which uses prebuilts binaries.
Prebuilt binaries from trusted sources are one thing, from untrusted
third-parties it's a different thing.
