This was discussed in the past (I think you should be able to find the
discussion in the archives of either emacs-devel or of this list), and
the conclusion was to use koi8-r. IIRC, the Bulgarian user who
started the discussion said it was okay to use koi8-r.

Yes, that was the reason, AFAIR.
