I believe it just needs 4.2 or higher.  I personally would guess that
due to your value of PATH, your old version of texinfo gets found
before the new one.  Could you check whether this is correct?  If that
is the reason, then maybe it might be better for the make process to
keep searching PATH for a more recent version instead of immediately
signaling an error.  (If this would not be too difficult to
implement.  I am not a specialist on these issues,)
