dired and tramp problem

Symptoms:

Start up emacs with only one line in the .emacs file:

(require 'tramp)

Open a dired buffer.  select .. until you are arrive at /
The top line now reads /:
Go back down into any other directory, eg /bin.
The top line now reads /:/bin
Should read simply /bin:

If tramp is not included (empty .emacs file), this does now happen
and dired behaves normally.
