FWIW, there's already a converter that does similar things: various
packages that were once maintained by Cygnus use it in their C files.

See the chew.c program in, for example, bfd/doc directory of the
Binutils or the GDB distro, and look for the associated
bfd/doc/doc.str file that defines higher-level translation macros, and
examples of their usage in, e.g., bfd/section.c.  This setup converts
text in C comments to Texinfo; it sounds like it would be easy to
adapt this scheme for the usage this thread discusses, if the decision
is that it would be a Good Thing.  chew is Free Software, so we should
be able to use it in Emacs.
