    I don't intend to use it as a replacement for separate manuals.
    That would indeed be a bad idea.  I'm thinking more along the lines
    of "small packages currently not documented in the manual" or
    "packages distributed separately from Emacs as single .el files".

I am not convinced this is a good approach, and I am not going to
let Emacs go in this direction unless people convince me.
