Start today's CVS with -q --no-site-file in X. Drag the frame partway

   unless one use C-l.

   Config options:

   --without-xim --with-x-toolkit=athena --without-toolkit-scroll-bars

I can reproduce this and I only used the third config option, which is
an unlikely culprit, so it has probably nothing to do with config
options. Somehow, I seem to only be able to reproduce it by dragging
off to the left, not by dragging up, down or to the right.

(emacs-version):

"GNU Emacs 21.3.50.87 (i686-pc-linux-gnu, X toolkit)\n of 2003-05-25
on swt40.swt.com"

This did not happen in the CVS of a few days ago.

I can confirm that it definitely does not happen in a version I have
around from May 22, so it must indeed be due to a very recent change.

Sincerely,

Luc.
