It ought to be removed from there too before we release the unicode
branch.  It's not as urgent since that isn't going to be released
soon, but I think it would be best to comment it out now.

Those should be only the files that are nontechnical in nature.
If you see a file that is technical in nature which doesn't have
a free software license, would you please tell me immediately
which file?

The license permits major transformation of the data, but does not
permit simple changes.  That's why it's not free.  However, the
license does permit us to release a transformed version under a
different license which would be free.
