    A better approach would be to turn the error message into a prompt
    "File foo no longer exists!  Ignore? (y or n)" and remove that tags
    file from the list of tags file it uses.

That seems like a reasonable approach.

    I looked briefly at etags.el but wasn't able to come up with a good
    solution, so I'm only reporting it.

I don't want to work on this, but if you write code for it,
we could install that.
