    etc/NEWS says that codepage.el is now deprecated and used only in the
    MS-DOS port.

That can be changed, if there is a reason to change it.

If it is useful to make cpNNN (for certain values of N) be defined by
default, we will do it.  If that means codepage.el should not be
deprecated, then it's not deprecated.  However, if there is a better
way to implement them, then let's use the better way.
