ftp does not work under winxp/cygwin

Symptoms:

I'm using my own build of the cvs version of GNU Emacs and found the ftp
function is broken.  When trying to list the directory of a ftp site, Emacs
just gives me the "Wrong number of arguments" error message.  My operation
system is windows xp professional and my ftp program is the cygwin ftp.exe.
I have (setq ange-ftp-ftp-program-args (list "-i" "-n" "-g" "-v"
"--prompt=")) in my .emacs file for Emacs to work with cygwin ftp.

In GNU Emacs 21.3.50.1 (i386-mingw-nt5.1.2600)
 of 2003-11-29 on ANTARES
configured using `configure --with-gcc (3.2) --cflags -Id:/temp/libs/inc'
