If the (?) applies to me, I only am the "maintainer" of "help-at-pt.el".
But I do fix bugs in various parts of Emacs sometimes.

I do not know who can or can not follow cc-mode.  Whether one can or
can not follow something depends on the time one wants to invest.  But
to me, the relevant point is the following line in cc-mode.el:

;; Maintainer: address@hidden

That is why I have been CC-ing this to them.

   It's a trivial experiment to verify, for instance, that `c-mode'
   _does_ use CL functions; I just hadn't cared to.

I now noticed `delete-duplicates', `intersection', `set-difference'
and `mapcan'.  There probably are others.  It is a mess.  If there are
not too many, then maybe they could be added to core Emacs.  (That is
up to Richard to decide.)
