But mail-unquote-printable-region is called with a non-nil UNIBYTE param,
in which case it does not use make-string.

PS: By the way the WRAPPER and UNIBYTE args should be mutually exclusive
because the WRAPPER style of decoding will output chars, not bytes (it
should do coding-system-decoding).
But the current implementation of WRAPPER is just broken anyway (it
only works for latin-1 environments).
