single semicolon at EOB not fontified in lisp modes

In an empty *scratch* buffer or another lisp mode buffer, a single
semicolon right before the end of the buffer is not fontified
properly.  Two semicolons before EOB are fontified correctly, as is
a single semicolon at any other buffer position.


In GNU Emacs 21.3.50.1 (powerpc-apple-darwin7.4.0, X toolkit)
