They did not have to test it explicitly, it would be enough to know what
kind of file/directory operations Emacs allows (open existing and
non-existing files as well as directories in the same "Open file" 
command)
to figure out that GtkFileChooser does not support this.  Too bad no 
Emacs
users influenced the development of GtkFileChooser.
