    I think I misunderstood your question about debugging
    expand-abbrev. The behavior is the same as dabbrev-expand, which means
    that setting the binding with [?ñ] invokes the function but if you set
    the binding with [241] there is no effect.

Looking at different cases and saying what they do won't find the
cause of this bug (or any bug).  The way to debug it is to pick ONE case
that fails and examine what happens inside.
