add-mode-abbrev only writes to fundamental-mode

Symptoms:
emacs some.sh
Then mode line shows Abbrev turned on.
type a string then run C-x a l (`add-mode-abbrev')
and type another string.
Then M-x edit-abbrevs and find the new abbrev has been written to
fundamental-mode-abbrev-table instead of sh-mode or shell-script-mode
Hand editing sh-mode or shell-script-mode-abbrev-tables to add shell
type abbrevs doesn't work either. They only seem usable if added to
fundamental-mode
In GNU Emacs 21.3.50.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
