    They seem to be with XEmacs on Debian:

We do not want to recommend people install XEmacs.
So this situation is not acceptable.  In order for GNUs
to use them, something has to be changed.

There is more than one way to solve this problem.
We could package them with Emacs but describe them
as not part of Emacs.  That would be ok for these files
since they certainly are not going to be integrated
into Emacs in any fashion.
