Uhhm. Looking tramp.el I can't find open-network-stream() in it.
So, probably this patch is not related to your problems.

This patch does not fix this problem.

This patch would fix this problem if tramp is using
make_network_process() (which I could not find).

Apply this patch and compile Emacs and use an MUA or something on
Emacs.
If new problems are not introduced on OpenBSD , it would be a nice
news.
P.S.
I should note that it is very hard to reproduce the problem that I
reported. But I hope that people can understand my problem from the
explanation in the previous message.
