docstring for make-variable-buffer-local: xref make-local-variable

Please describe exactly what actions triggered the bug

The docstring for make-local-variable includes an xref to
make-variable-buffer-local, but make-variable-buffer-local does not
include an xref to make-local-variable.

I suggest to add the xref.
