As an aside, you are not using version 21.3, you are using a
development (CVS) version, which has a (fairly meaningless) version
number of 21.3.50. The (user-visible) differences between the released
versions 21.2 and 21.3 are relatively minor.
I'm afraid I can't understand your bug report. The only difference
between the default value of `calendar-holidays' in Emacs 21.2/21.3
and the current CVS is the addition of some extra holidays through the
variable bahai-holidays.
If you don't like the default holidays, you can of course customize
them. Presumably this is how you got a list of German holidays in
21.2, since there are none in Emacs by default.
Is your problem that you tried to customize `calendar-holidays', and
what used to work in Emacs 21.2 no longer does? If so, please provide
more details of precisely what you tried to do and how it failed.
