No, sorry. You are right about default-file-coding-system, at least.
Maybe it isn't appropriate to do that, but I'd have thought it would
be useful at least for Emacs to auto-detect utf-16. That isn't likely
to give false positives is it?
(This started with wanting to edit Windows registry dumps, which are
utf-16.)
