So should I take this as an approval? 

A possible explanation for the different strings for f1-f4: 
the xterm docs seem to say that the "old style xterm" (which is
enabled by compiling with --disable-vt52 or by setting the
oldXtermFKeys resource) emits  \e1[1-4]* for the f1-f4 keys. By
default xterm emits the \eO*[P-S] strings for f1-f4.
