    Normally, customize object order is not arbitrary, but carefully
    crafted to be as helpful and logical as possible.

I would not have thought that the order of variable definition in a
file is often the result of haphazard attention, and that such
attention as has been given to it was directed rather at making the
source code readable than at making the Custom buffer make sense.

However, if the results in the Custom buffer are usually good,
that's all that matters.  So perhaps you are right.
