Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Here is the main issue:
I am having a problem with an two installation of TEI
Emacs, one to a Windows 98 machine PIII, 866Mhz, 256
Megs of Ram, and another to an XP Home 1.54Ghz 500 Meg
HP Pavilion Laptop.  The behavior on both machines is
identical.  I installed from your download page to
both machines and the installation appeared to go
flawlessly on both.  TEI Emacs came up without a
problem and Emacs seemed to be working perfectly. As
instructed in the opening dialog, I openend an .xml
file and inserted a template and this was perfect, the
menues appeared beautifully.  However, when I went to
M-x customize group RET font-lock RET, Go to parent
group: FACES, the second item from the top Frame
Background Mode will not allow itself to set itself
from "default" to "dark."  I get a message in the
minibuffer saying: "Symbols function definition is
void: nil."  If I try to work with the item below it,
"Show Paren Match Face," and click on the Tab "Hide
Face" after (sample) the line under this changes to
State: Unknown, you should not see this.  Clicking on
"State" gives me a choice in this case to save
settings, but when I do so, I get the same "Symbols
function definition is void: nil."  This happens
everywhere on that page.  Also, right after starting
the program under Tools>Color Themes, I am able to
select a color them but when I try to save it under
Options>Save Options, the minibuffer reports:
"menu-bar options save" and the options are not saved.
 

It may be important to note that I have XEmacs
installed on both machine in a different directory
(not running) but, being both Windows installations,
the home directory must be shared by both TEI Emacs
and XEmacs.  When I completed the installation, I had
no .emacs file and when I ran into the problems I
opened up a blank .emacs to see if it would help.  I
also removed the .xemacs, no change.  I read through
the docs and was able to create and modify a .emacs
using the following instructions under the Help>Known
Problems:

"Some modes do not use colors unless you turn on the
Font-lock mode.
Some people have long ago set their `~/.emacs' files
to turn on
Font-lock on X only, so they won't see colors on a
tty.  The
recommended way of turning on Font-lock is by typing
"M-x
global-font-lock-mode RET" or by customizing the
variable
`global-font-lock-mode'."

Howver, this did not solve the (color) problem.  There
was no change at all.  I was hoping that the group or
person in charge of the Windows port would be able to
take a look at this if the answer did not pop up right
away.  I am very impressed with the layout of TEI
Emacs and am VERY much hoping to use it, but the white
background is a real strain to my old eyes and I'm
fairly certain other problems are going to pop up. 
Lastly, a minor issue, when I go to Help>About Emacs
the minibuffer responds with: "menu-bar help-menu
about."  M-x version gives the version info as
expected.  One last thing, I have checked C-h v
load-path and it appears to be fine.  All the above is
exactly the same on the Windows 98 and the Windows XP
machines.  Thank you for any help on this!
