In that case, there is no reason to keep them.

Since `toc' pertains to the Current Info file, it makes no sense
for that to be treated like a file of any kind.  If anything,
it is more like a virtual node.  It could have a node name
such as :toc: which can't really appear in an Info file.

A phony node nane is not logically ideal for the history,
but maybe it would work.
