C-h f temp-buffer-setup-hook

The default value is apparently (help-mode-setup), but C-h f
help-mode-setup says "Not documented". This seems wrong - shouldn't
users be able to understand the default values for hooks?

Also, why do temp-buffer-setup-hook and temp-buffer-show-hook use
help-mode stuff by default? Is that correct? Why does Emacs assume
that with-output-to-temp-buffer is dealing with a help buffer? The doc
for with-output-to-temp-buffer says nothing about help-mode or a help
buffer - it seems to advertise the special form as being completely
general.
