Romain has added the file to make-dist which presumably determines which files
get included in the GNU tarballs so meybe we could put a comment in there
to say which files we would like included in binary distributions.   I don't
whether package maintainers would see the comment or follow it - I'm just
guessing.  Perhaps Romain could say how he decides which files to include
in the binary package for Debian.
