    Hmm... I thought that was exactly my point: DND events, being
    user-initiated, should *not* arrive in the middle of a key sequence.

Why shouldn't they?  Are you saying that it just isn't right
for users to do a drag-and-drop while having entered an incomplete
key sequence?
