I think you misunderstand the purpose of the confirmation (or maybe I
misunderstand it).  I think it specifically asks you to confirm that
you want to send the bug report TO THE EMACS MAINTAINERS.  Since you
replied NO, Emacs empties the To: header, and doesn't ask for further
confirmations because emacsbug.el doesn't want to restrict your rights
to send email messages in general, it just wants to protect you from
inadvertently sending a report to the maintainers (which could wind
you up under The Wrath of Gods and Other Calamities).

In other words, as long as you yourself type the To: address, you are
not required to confirm your desire to send email to ANYONE.
