I've just added windows-1252 in `coding-priority' info of
"Laint-1" and "German" language environment.
With that change, your problem.txt.gz can correctly detected
as windows-1252 in de_DE.UTF-8 locale.
But, it seems that we need similay additions to the other
lang. env. Do you have any suggestions?
