NeXT coding system broken

Hello!

When I open a file with a header

        ;;; -*- mode: Text; coding: next; -*-

I see octal codes like \251, \254, \255, \270, \271 displayed instead of ’ (U+2019, RIGHT SINGLE QUOTATION MARK), ‹ (U+2039, SINGLE LEFT- POINTING ANGLE QUOTATION MARK), › (U+203A, SINGLE RIGHT-POINTING ANGLE QUOTATION MARK), ‚ (U+201A, SINGLE LOW-9 QUOTATION MARK), „ (U +201E DOUBLE LOW-9 QUOTATION MARK).


In GNU Emacs 22.0.50.1 (powerpc-apple-darwin8.8.0, X toolkit, Xaw3d scroll bars)
of 2006-10-02 on Latsche
