Which file are you referring to? I did

emacs -Q file.html
but I cannot reproduce your problem with this file: undo works fine.
BTW, please try to make your bug reports concise and precise;
muttering about "cruel" we are to turn off undo is cute, but makes it
hard to figure out the bug.
