Manual: indexes are missing links

Shouldn't each index (Option, Command, Concept, etc.) in the manual  
(via info) use links rather than just text?
The right column appears as plain text for me.

(To reproduce: C-h r, click on "Concept Index". I'm using a current  
CVS build on OS X.)
