This page from ASA standard X3.4-1963 shows that 0 and 127 are part of
ASCII, although some of the characters in between weren't defined at
the time:

the "revised US ASCII code (X3.4-1967)" specification which includes
lowercase characters.  It shows all 128 characters (0 through 127) as
being part of the ASCII code.
