I think that came out of a long discussion we had on the devel list that maybe was born out of some suggestions and questions I had about the prompt. I did not want the point to move into the prompt. However some other people (mainly David if I remember correctly now) objected to this.
I believe that was how the defcustom was born. I think RMS added the main part of it, but I never looked to see who did it.
