Maybe it is rather intentional than a bug. But I report it anyways,
just in case.

The initial scratch message (from `initial-scratch-message') is missing
*iff* `desktop-save-mode' is on and at least one file is actually
visited automatically.

It is not possible to give a recipe starting with emacs -Q. To
reproduce it, you have to move your .emacs out of the way. Then create
a new one containing the single line

(desktop-save-mode 1)

Start emacs, visit some file, quit Emacs. Then start Emacs again.

Voilà: The warm words of comfort are missing, the precious mantra to
which my eyes got attuned over the years. If everything else in the
world is dubious and changing, at least this one message was always
clear and it never betrayed: "This buffer is for notes you don't want
to save and for Lisp evaluation ..."

Note: if you kill all buffers with M-x desktop-clear befor exiting,
than the scratch message appears again on the next start.
