Rather a request for an enhancement, or two, in GNU Emacsen 22 and 23

Hello!

I had a bit of trouble with PDF comments in German with umlauts from an ISO 8859 encoded LaTeX file. So I opened LaTeX's PDF output to understand more of the problem. Although my preferred encoding is UTF-8 the PDF file was opened in ISO 8859-1 – this cannot be right! Every encoding must be wrong, because a PDF file is mixture of ASCII keywords, run-length or such encoded text, embedded excerpts from fonts, graphics files, and finally comments and annotations in UTF-8. It's raw text, or binary? Therefore "pdf" should be added to

        auto-coding-alist is a variable defined in `mule.el'.
        Its value is
(("\\.\\(arc\\|zip\\|lzh\\|lha\\|zoo\\|[jew]ar\\|xpi\\|exe\\)\\'" . no-conversion) ("\\.\\(ARC\\|ZIP\\|LZH\\|LHA\\|ZOO\\|[JEW]AR\\|XPI\\|EXE\\)\\'" . no-conversion)
        ("\\.\\(sx[dmicw]\\|odt\\|tar\\|tgz\\)\\'" . no-conversion)
        ("\\.\\(gz\\|Z\\|bz\\|bz2\\|gpg\\)\\'" . no-conversion)
        ("\\.\\(jpe?g\\|png\\|gif\\|tiff?\\|p[bpgn]m\\)\\'" . no-conversion)
        ("/#[^/]+#\\'" . emacs-mule))

among the other graphics formats. (BTW, I also found BZIP2 compressed TAR files with the extension .tbz, file-coding-system-alist has it already)

I made the mistake to re-open the PDF file form ISO Latin-1 in UTF-8 to see the comments texts correctly. I changed the German umlauts. After saving the file, it was corrupted, an included image looked strange – only the comments were now right ...

Would it make sense to make the addition(s)?
