Update: Ryan pointed out some deficiencies of the patch on IRC.  The
hook I'm using in the patch is only run when rcirc-track mode is in use.
Also, the patch doesn't do anything sensible when a buffer is displayed
in multiple windows simultaneously.  Right offhand, I don't see a
canonical, non-invasive way out of this.
