TeX-master creates a second buffer

The following behaviour seems a bit weird:

Create a file foo.tex:
%%% Local Variables:
%%% TeX-master: "foo.tex"
%%% End:

1) Open with: emacs -Q foo.tex
2) When queried about applying local variables, answer n

A second buffer (foo.tex<2>) is now open, I would have expected only the
