EmacsConf 2024: Draft call for participation (maybe June 26?), lessons learned from previous years

Hello, everyone!

It's that time of the year! =) Looks like we're good to go for EmacsConf
2024 probably Dec 7-8 (Sat-Sun), with varying availability leading up to
the conference. That's cool, we can reuse the processes and scripts from
last year, and maybe there'll even be time to add a little more.

so that we can post it to the usual places maybe by June 28 (Friday).
Based on the timeline
(https://emacsconf.org/2024/organizers-notebook/#timeline), this would
give us ~80 days until the CFP deadline, and then another ~40 days before
the video submission target date, which is a month before EmacsConf.
Let's do early acceptances again this year; that was fun. =)

Let's see if we can get timezones this time around... <laugh> Is there
anything else we want to try this year to make the conference easier or
more fun?
