Well not exactly. They must be available in a means *not more difficult* to 
access than the binary and
(if online) any fee payed to recive the binaries must also give the user 
access the the source. That said,
not asking for the source to be posted before trying to sue will almost 
certainly get the case thrown out.

By using a link to the main sources they are legally responsible for 
ensuring that the sources remain available.
They are required to either pull the aplication from their site, or host a 
copy of the source if they notice
or are notified that the other site is no longer operational.
