Run 'make update-gnulib-to-latest', mainly to update the copyright
year numbers with:
> maint: update copyright notices
* bootstrap: Sync from gnulib/build-aux/bootstrap.
* gnulib: Update to latest.
* tests/init.sh: Sync from 'gnulib/tests/init.sh'.
