Ideally, you would edit this in the SoundFont itself by modifying the velocity-to-attenuation modulator.  However, you can also use something like QMidiRoute (Linux) or MIDI-OX (Windows) to filter the velocity layers as well.

Unfortunately I need this as part of a larger project so just making the velocities on the midi files uniform isn't an ideal option for me.
